Barrio.do
A free, Spanish-first community app for every Dominican town. Residents find and support local businesses. Businesses sell, get paid and issue DGII-valid electronic invoices from their phone. Towns get a digital front door. Sponsors carry the cost, so nobody pays to use it.

What free means for compliance
- To issue invoices for other businesses, Barrio.do has to be, or partner with, a DGII-certified invoicing provider. Partnering is the fastest route before the November deadline.
- Businesses without an RNC are not required to issue e-CF. For them the app starts as a free listing and point of sale, and the assistant walks them through getting an RNC when they are ready. That is the formalization path.
- The tax credit for implementation costs targets spending a business actually makes. With a free app there is little to claim, which makes the offer simple.
- Each business stays legally responsible for its invoices. The app reduces the work but does not transfer the obligation. Confirm the final model with a Dominican tax advisor.
Sponsors pay because they want what the app creates
New accounts and QR payment volume from businesses that were cash-only.
Branding plus zero-rated data, so using the app costs residents nothing.
Town halls pay for the notice channel, permit navigator and reports feature.
Reviewed placements from businesses and brands. No third-party ad networks.
Formalization and digital-inclusion grants aligned with Agenda Digital 2030.

Targets are pilot goals for planning, not forecasts.
